Staff at Garrett Animal Shelter, Fulton's city-run animal control center, reported two dogs stolen from its outdoor pen Monday.

Tina Barnes, animal control supervisor, said two male Jack Russell Terrier mixes were taken from the shelter sometime between approximately 10:30-11 a.m., when Garrett staff were out responding to a call.

Barnes said the dogs were un-neutered males, picked up as strays about a week and a half ago. She described them as possibly father and son, both with similar black and white coloring. The older of the two dogs had gray around its muzzle and a distinctive ringworm-like spot above its shoulder, and both wore leather collars.

"People don't want to pay the impound fee," said Barnes. "It could have been the owner, or it could have been someone who liked them but didn't want to pay the adoption fee."

Garrett staff investigated the outdoor kennel and confirmed the dogs had not escaped by burrowing or climbing the fence. None of the other dogs there had been disturbed.
