Major projects on city agenda

A number of major City of Fulton projects are on the agenda for this evening's meeting.

The Fulton City Council will meet at 6:30 p.m. at Fulton City Hall (18 E. 4th St.). Members of the public are welcome.

During this meeting, members of the city council will vote on a number of resolutions authorizing contracts for sewer improvements, a recreation center complex, asphalt overlays and more.

First up is a contract with Visu-Sewer to scope out Fulton's sewers, clearing blockages and relining problem pipes. In total, the city expects to spend $300,000 on reducing rainwater inflow and infiltration, plus an additional $700,000 on addressing other problem areas in the sewer.

Next is a contract with Christensen Construction Company to do cold milling and asphalt overlay on a number of streets around Fulton. The Kingdom City-based company bid $182,493 to overlay Dixie Avenue, Lyle Street, Locust Lane, Lynn Avenue, Washington (from Lynn to Reed Street), Amherst (from 12th to 13th Street), Penn Avenue, Kathy Street and Westminster Avenue (from William Woods Avenue to Industrial Road).

Leftover funds in the section of the city's budget designated for street improvement total $170,090. That sum will be used toward chip-sealing various roads in Fulton until exhausted, Project Engineer Michael Teel said.

Parks and Rec

Finally, the council will ponder two major recreation-related projects: a new recreation center complex and a new baseball/softball field complex.

According to a 2015 survey conducted by Fulton Parks and Recreation, the top three most-desired new P&R facilities among Fulton residents are a baseball/softball complex, a new outdoor aquatic center and an indoor rec/community center.

An extensive project overview by P&R director Clay Caswell, experts project a higher cost-recovery on a community center and baseball complex. That means those two potential projects are most likely to pay for themselves in a timely manner.

Both projects will be funded through a half-cent sales tax approved by voters in 2016.

The winning bidder on the community center is Ashland-based River City Construction. The estimated cost is $8.89 million.

Current plans put the new facility at the corner of East Eighth and State streets, in the southwest portion of Veterans Park. It is to include basketball and volleyball courts, a fitness center, a turf fieldhouse, classrooms and more.

S and A Equipment and Builders of Fulton submitted the winning bid for the baseball complex, at $303,827.78. That complex is to include four baseball fields, two softball fields, batting cages/hitting stations, and a concession and restroom building. Current plans locate it off Tennyson Road.

Caswell has said he hopes it'll draw tournaments to Fulton, bringing in tourism dollars.

Also on the agenda is further discussion of the contract renewal between the City of Fulton and the Callaway Chamber of Commerce, which rents the building at 510 Market St. from the city. Over the past few weeks, city employees have been hard at work making improvements designed to keep storm-water from flowing into the building's basement.
