During Tuesday's Holts Summit Board of Alderman meeting, the aldermen and members of the community discussed stormwater issues concerning The Cedars, a subdivision being developed.
Mike Beasley, president of Beasley Construction Co Inc. and developer for several plats in The Cedars, is currently developing plats 5 and 6 in the subdivision. He was seeking building permits for lots in plat 6.
The board decided it will not issue Beasley building or occupancy permits for his properties until a dry basin is built for the properties to control potential storm water. The main concern for the city is that someone be held responsible for any required maintenance on the dry basin in the future, which is also part of the agreement.
On a related note, some current residents of The Cedars spoke to the board about concerns they had about maintenance of a currently existing wet basin near Davis Drive, in an area not owned by Beasley.
The basin isn't being maintained to standards the residents would like, and the board determined it is the responsibility of the current owner. Someone from code enforcement will be going to examine the property and determine if it breaks city code.
In other business, the board also discussed a draft for a medical marijuana ordinance for the city. In November, Missouri voters passed Amendment 2, which legalizes medical marijuana in the state.
The discussion included the possibility of a 1,000-foot rule which would not allow any medical marijuana facilities to be built within 1,000 feet of a school, church or daycare, as well as what zones the facilities will be allowed in.
Possibilities were light industrial districts for cultivation facilities and general commercial districts for distribution and retail establishments.
They plan to do a first read of the ordinance at the next meeting in August.
In other action, the board:
Swore in newly elected Ward 2 Alderman Chris Redel, who won a special tie-breaker election in June against Lisa Buhr. They had tied 35-35 in the April municipal election. Redel will serve for about two years on the board.
Approved liquor licenses for two local businesses — BluTaco and Doc-N-Rays.
Approved the final plat for the Indian Hills Estates subdivision.
Learned Summit Community Church will establish an agreement with the city to allow them to use the Holt Summit Civic Center for their services and make some improvements to the building
