Fulton city finalizing budget with funds to spare

According to a Fulton city report, 2017 was a good financial year for the city.

An ordinance amending the final fiscal year 2017 budget passed its first reading Tuesday, and the report was attached to that.

"Overall, we recognized a $3.1 million increase in working capital," the report states. "After excluding monies that were not spent in 2017 but are earmarked for 2018 ($2 million from the sewer department and $275,000 from the street department) we are still $825,000 to the good."

The report also stated the sewer department ended the year $2 million under budget.

"This was due in large part to the contractor's failure to complete the wastewater treatment plant improvements in 2017 as anticipated," the report stated.

The street department didn't spend asphalt overlay dollars in the 2017 budget, and instead, $275,000 will be spent on the Fourt Street project this year.

According to the report, 14 departments were over budget, totalling $1,088,774.05. However, 17 were under budget, saving the city $4,195,927.19.

Overages were explained in the report. For example, salaries for some departments, such as police and the golf course, were higher than anticipated. However, administation was down $66,258, electric was down $823,469, and sewer was down $1,937,643.
