Holts Summit man charged with sexual abuse

HOLTS SUMMIT - A Holts Summit man has been charged with first-degree sexual abuse following a child sexual assault investigation.

The Callaway County prosecuting attorney formally charged Wesley Dailey, 19, on April 5. Callaway County deputies began investigating the case Feb. 1, Callaway County Sheriff Clay Chism said in a Monday news release.

The probable cause statement states on Feb. 1, the teenage, minor victim "disclosed to a high school guidance counselor (the teen) had been inappropriately touched by Wesley Dailey."

Deputy Reuben Manring, who spoke to the victim several times according to the probable cause statement, reported the victim was sleeping on the couch Dec. 22 when Dailey approached and began rubbing the teen's feet. The two were alone in the house.

The teen repeatedly attempted to pull away from Dailey, refusing to participate in any sexual acts with him, according to the probable cause statement.

According to Manring, Dailey masturbated onto the victim's feet. Manring and an investigator examined the couch Feb. 5 and located a stain where the victim's feet were wiped on the couch.

"A sample of the stain was taken and will be sent to the Missouri State Highway Patrol Crime Laboratory for semen detection and DNA analysis," Manring stated.

Manring's probable cause statement said Dailey admitted to several points of the victim's account, including masturbating onto the victim's feet. Dailey was arrested Feb. 19 and taken to the Callaway County Jail, where he posted a $6,500 bond, Chism said.

At the time of his arrest, Dailey was on supervised probation for a 2016 assault conviction, Manring reported.

As of Tuesday, Dailey was not listed in the Missouri Department of Corrections Offender Search website. According to Missouri Case.net, a counsel status hearing in the case is scheduled for 9 a.m. May 4.
