Holts Summit Board votes yes for commercial zone change

The Holts Summit Board of Aldermen passed a bill that has been the main subject for debate since September at its regular meeting Monday.

The bill, which was amended at the board's meeting Oct. 20, changes a one-acre tract of land from residential to commercial zoning. The purpose of the change was to allow a proposed senior-living center, Terrace View Estates, to expand to lessen structure crowding.

MACO Development, LLC, which is constructing the living center near the Lake Park neighborhood already has a 4.3-acre parcel of land it purchased from Alderwoman Sharon Schleuter and her husband, Rick. At the Sept. 14 board meeting MACO Representative Dan Sanders told the board that the company had a one in three chance of getting funding for the project.

The amendment temporarily changes the zoning for the tract of land based on MACO funding. If MACO is unable to produce the money for the proj- ect, then the zoning will return from commercial to residential, Alderman Jason Glenn said at the Oct. 20 meeting. However, it was not discussed how much time MACO had to produce the project's funding before the zone returned to residential status.

The proposed project will include eight single-story buildings with 32 two-bed- room units and eight one-bed- room units which would be available for residents with visual, hearing or physical disabilities, the Fulton Sun previously reported.

At both the Sept. 14 and Oct. 20 board meetings Holts Summit residents living in the Lake Park neighborhood made public comments abhor- ring the project, which many believed would increase crime rates while decreasing the market value of their houses. No residents were present at last night's meeting to speak against the project.

The board also approved an ordinance that allows an intergovernmental agreement

over sanitary sewer services between Holts Summit and Lake Mykee. The agreement allows Holts Summit to commandeer the Lake Mykee sewer system and connect it to Holts Summit's system.

The board also removed from the table and approved a resolution to select a retail development consultant for Holts Summit.

The board tabled an ordi- nance for the city's 2016 fiscal year budget of approximately $4.5 million while expenditures and revenues are reviewed.
