Fulton receives two federal grants to go toward 2022 projects

The city of Fulton will be receiving a pair of federal grants totalling more than $1.2 million to help fund two projects that will take place in 2022.

City Director of Administration Bill Johnson discussed the grants and future projects with the Fulton City Council during a work session prior to its regular meeting last week.

The city applied for and received a Federal Transportation Alternative Program grant in the amount of $233,872 that will be applied to a Business 54 project, from Collier Lane to Westminster Avenue.

Fulton officials are applying for a Cost Share grant for about $220,000 to help fund the rest of the project.

The city also applied for and was awarded a Federal Accelerated Innovation Deployment Demonstration grant in the amount of $984,025 to help cover the East 2nd Street Bridge and Roadway project.

Fulton's matching funds for the TAP and Cost Share grants will be around $285,000. The city's matching funds for the AID Bridge grant are about $246,000.

"The projects should be constructed in 2022, but the design and planning will take place in 2021," Johnson said in a phone conversation Friday afternoon. "We always look at ways to improve the quality of life of our citizens.

"We like doing projects that are 50 cents on the dollar or less," he added. "It's like we're getting them on sale."

The estimated total cost for the Business 54 project is around $846,000. TAP grants can only be applied to alternative transportation features such as sidewalks.

Fulton's TAP application included sidewalks and supporting infrastructure - including curb, gutter, storm sewer, driveways and lights - on the east side of the stretch from Collier Lane to Westminster Avenue.

The Cost Share grant the city is applying for would help fund the rest of the project, which would be comprised of a two-way left turn and sidewalks on the west side.

The city will self-perform the engineering and construction services for the project at a value of about $107,000.

In addition to the East 2nd Street bridge on the other project, city staff has been planning to rebuild 2nd Street - from the roundabout to State Street.

That would include new curb, gutter, sidewalks, sanitary sewer, storm sewer, underground electric and lighting to match Business 54 and 4th Street, as well as any necessary water and gas improvements. The total estimated cost is around $1,090,000.

To help pay for the improvements, city staff will install the storm sewers, remove existing old infrastructure, truck in and place the required base material, install underground electric, communications conduits and lighting, and perform the water and gas improvements.

The cost to self-perform the work is estimated at $200,000 and would save the city an estimated $200,000.

Fulton staff will also perform the engineering and construction services on the road improvements, also saving the city an estimated $140,000.

The city will have to bid out new sanitary sewer, sidewalk, curb, gutter, driveways and road resurfacing at an estimated total cost of $550,000.

Fulton's estimated matching funds to complete the 2nd Street Bridge project would total $996,000.
