Council to hear 2023 capital budget requests

The Fulton City Council will consider funding requests for the 2022-23 budget year and receive the city's annual audit during Tuesday's meeting.

The capital budget requests also predict ones to come in the next two years. The requests total $7,462,299, which is $2,063,199 higher than this year's adopted budget.

However, what requests get funding isn't determined yet.

Requests are broken down by department, although not all departments filed requests.

Requests include, but are not limited to:

• $12,000 for upgrades to the city's website

• $91,500 for two new police vehicles and equipment for them

• $3,500 for the police department's new canine program

• $900,000 for a new fire engine

• $50,000 for new GPS equipment

• $5,000 for a security system upgrade at city hall

• $5,000 for cemetery management software

• $200,000 for underground utilities projects

• $800,000 for water tank maintenance

During Tuesday's council meeting, members will discuss the proposed budget additions.

Representatives from Williams Keeper will also present the city's 2021 audit report.

Resolutions

The council will consider two resolutions.

One would designate a portion of West Ninth Street as Jack McBride Way in honor of Jack McBride.

The other would authorize the mayor to sign all documents in relation to a settlement with Beth and Scott Armstrong.

First reading

Council members will hear a first reading of two potential ordinances.

One ordinance would establish an agreement with the Boone County Sheriff's Office for basic K-9 training services. The council recently approved starting a K-9 unit at the Fulton Police Department.

The other would update the city's legislation on wards designations and polling places.

Second reading

The council will hear the second reading on five ordinances.

• Authorize the city to participate in the Missouri Firefighters Critical Illness Trust and Pool.

• Repeal the competitive bidding subsection in city code.

• Amend the city's 2021 budget for transfers of appropriations.

• The rezoning of a tract of land located in the 10 block of Arrow Street from R-1 Residential to R-3 Residential.

• The rezoning of a tract of land in the 1300 block of Cote Sans Dessein Road from R-1 Residential to R-3 Residential.
