Council to discuss bid process, inflation

Inflation and product scarcity triggered a conversation the Fulton City Council will have Tuesday at its meeting.

According to board documents, the city budgeted $260,000 for a front loader trash truck during 2022, but staff has been told by manufacturers to anticipate it cost $40,000 or more with inflation and delivery is a year and a half to two years out.

Assistant Director of Administration Robert Boone said in board documents staff was recommended to get in line as soon as possible and leave a clause in the contract for an over-allowence of funds.

“The longer you drag your feet, per se, the further back in line you become,” he said.

During Tuesday’s meeting, the council will discuss future steps on the matter as well as bids in general.

According to board documents, in recent months three sealed bids only received one, if any, bids.

Public hearings

• The rezoning of two tracts of land located on Arrow and Cote Sans Dessein Road from R-1 Residential to R-3 Residential.

• The rezoning of a tract of land in the 1300 block of Cote Sans Dessein Road from R-1 Residential to R-3 Residential.

New business

• Robert Bennett, on behalf of the VFW Post 2657, will request funding for the annual Fourth of July firework display.

• The council will discuss Legends Rec-Plex memberships and discounts for city employees.

Resolutions

The council will consider the following resolutions:

• An agreement with Missouri Petroleum Products Co to provide aggregate sealcoat services.

• A contract with Christensen Constrction Company for the 2022 asphalt overlay project.

First reading

The council will hear a first reading on five ordinances. Ordinances must be read multiple times before the council can vote.

• Authorize the city to participate in the Missouri Firefighters Critical Illness Trust and Pool.

• Repeal the competitive bidding subsection in city code.

• Amend the city’s 2021 budget for transfers of appropriations.

• The rezoning of a tract of land located in the 10 block of Arrow Street from R-1 Residential to R-3 Residential.

• The rezoning of a tract of land in the 1300 block of Cote Sans Dessein Road from R-1 Residential to R-3 Residential.

Second reading

The council will consider an ordinance change to the storage and placement of waste and waste containers in city code to require residents move trash cans away from the curb within 24 hours of pick up.
