Barbed wire surrounds the Biggs Forensic Center, a ward for the most dangerous patients, at the Fulton State Hospital. If a $600 million bonding plan passes through the Missouri State legislature, the hospital will receive a new facility that would make conditions safer for employees and patients in Biggs and Guhleman Forensic Centers.
