Fulton Solid Waste Manager J.C. Miller inspects the grass at the Fulton Landfill on Wednesday afternoon. Although the landfill stopped accepting trash in May 2011, the site is not considered officially closed by the Missouri Department of Natural Resources until certain standards have been met — including a requirement that 80 percent of the property needs to have vegetative cover.
