Gov. Jay Nixon addresses a crowded Fulton State Hospital canteen amid a backdrop of the mental health facility’s historic campus Monday. Nixon announced that he was releasing the remaining $11 million in state funds needed for planning and designing a new Fulton State Hospital and his budget proposal for Fiscal Year 2015 would recommend issuing bonds to cover the remainder of the $211 million project.
