Fulton State Hospital client arrested for destroying Callaway Community Hospital property

The Fulton Police Department arrested a Fulton State Hospital client after he allegedly destroyed Callaway Community Hospital equipment and assaulted officers.

FPD responded at about 11 a.m. today to the hospital's therapy office after hospital staff reported a male patient, later identified as Dominic R. Gines, 22, destroying property with metal pipes.

FPD Maj. Roger Rice told the Fulton Sun that Gines was there to receive treatment and had been temporarily released from his restraints to use the restroom, at which point he removed two handicap rails from the stall used to assist in getting on or off the toilet and used them to bash property.

A release from the police department states the therapy office staff had locked themselves in an office before police arrived. Once officers were on scene, Gines allegedly threatened the responding officer with the pipe before he was subdued.

Rice said two officers sustained minor injuries that did not require treatment during the incident.

Gines is being charged with felony property damage, felony assault on law enforcement, assault on law enforcement, felony resisting arrest and unlawful use of a weapon. It is estimated he caused $10,000 in property damage, the release states.

Gines was transported after being subdued to the Fulton State Hospital, where Rice said he resides in the high-security Biggs Forensic Center. Online court records on Missouri Case.net list Gines as "incapacitated-disabled" in two adult guardianship hearings from 2009 and 2012.
