Koelling is congratulated on his win by Dale Lewis of the Callaway Arts Council. Koelling purchased the winning ticket last November at the Kingdom of Callaway Chamber of Commerce office. The car raffle was part of the Callaway Arts Council's fundraising efforts to restore a downtown Fulton theater. The drawing for the car was held in Memorial Park after the Independence Day parade on Thursday. Koelling is the owner of Koelling Family Chiropractic in Fulton.
