Philip Todd, 56, Holts Summit, Wednesday declared his intention to file as a Republican candidate for the newly created 49th District of the Missouri House.

The new 49th District, created by redistricting after the 2010 census, includes Fulton, Mokane, New Bloomfield and Holts Summit. It also crosses the Missouri River and has about 1,800 residents in Cole County just northwest of Jefferson City.

A Tea Party sympathizer, Todd held a copy of the Missouri Constitution when he declared his candidacy to a half-dozen Tea Party members gathered outside the Callaway County Courthouse.

"Economic development and job creation are the main issues in the campaign," Todd said.

Todd said if elected to the Missouri House he would work to support legislation leading to an early site permit for a second nuclear reactor at the Callaway Energy Center south of Fulton.

"This is the biggest job creation effort the legislature could accomplish," Todd said.
