Congress may not fund new health care law

If the new federal health care law is not funded by Congress, it may become a law that is not enforced, a health care analyst said Monday in Fulton.

Thomas McAuliffe, a Missouri Foundation for Health policy analyst, said during a federal health care seminar at the Callaway County Extension Center that most of the federal law has funding "authorized" but not "appropriated."

If Congress decided not to fully fund the new law, McAuliffe said, it might become like archaic laws that are still on the books but not enforced, "such as a law that makes it illegal to ride a horse on Sunday."
