Fulton city to address union, housing

A demolition motivation program in the city of Fulton will be proposed and discussed at tonight's 6:30 p.m. council meeting.

There is $50,000 in the city's current budget for demolition cost, but that money will not go far. Discussion may center around offering a $2,000 waiver on demolition landfill costs, which would allow 25 property owners that assistance using the budgeted $50,000.

City officials also will revisit hiring a St. Louis law firm to represent them in matters related to labor and employment law, and collective bargaining. The proposed contract is with attorney Ivan L. Schraeder, who would bill the city $300 per hour up to $15,000 plus expenses. A case has been filed by Fulton Firefighter's union, currently working without a contract.

The City Council meeting packet also includes information on a proposed resolution to enter into an agreement with Local 2945 International Association of Firefighters and a detailed copy of a "Collective Bargaining Agreement" between the city and the firefighters' union. The 18-page document addresses, among other things, minimum pay rates. That includes $10.50 per hour for probationary firefighters, $11.55 per hour for firefighters, and $12.13 per hour for fire engineers. It also addresses overtime salary policy.

Another resolution, if approved, would extend a lease agreement with Yamaha Motor Corp. for 50 golf carts for two years with an annual cost of $15,888.

Presented for the first time will be a proposed ordinance to define "minimum habitable structure requirements."

The meeting will be at council chambers within Fulton City Hall, 18 E. Fourth St., Fulton.
