Rhad Baker, general contractor of the Fourth Street road project in Fulton, has started work to remove existing material on the south side of Fourth Street at Westminster Avenue and is working his way to Pioneer Drive along the block retaining wall.

Baker indicated he would like to begin focusing his replacement efforts at the Westminster intersection by removing and replacing all four corners of the existing curb, gutter and sidewalk, Fulton City Engineer Kyle Bruemmer said. After the Westminster Avenue intersection, Baker plans to close Fourth from Westminster to Pioneer - leaving Pioneer open so residents from Pioneer can maneuver east - and replace all sidewalks and driveways on both sides of the road in this section.

The time frame Baker gave for this initial work is:

Westminster Avenue intersection improvements - now to the week of Oct. 3.

Westminster to just west of Pioneer - Oct. 3-10.

When Fourth Street is closed on the east side of Westminster, traffic will primarily utilize Second and Fifth streets to detour around. Fourth will be opened when work is not being performed. Accommodations will be made for local traffic in the closed off area to access their home or work.

The Pioneer Drive entrance to Fourth may be closed the week of Oct. 10. While this is not a solid date, Bruemmer said, the contractor anticipates opening an entrance to Jefferson Street that is currently walled off for resident ingress and egress. This manipulation will affect the store for the Fulton Housing Authority. This store sees a lot of traffic, and the housing authority has indicated it will need to close during this period. Therefore, it is important for this closure and traffic manipulation to last as short as possible.

Contracting work is subject to change depending upon field conditions and complications, equipment issues, weather, supplier issues, etc. Baker's general plan is to close off Fourth a section at a time and detour traffic around during work activity.
