Holts Summit board to refund sewer bond

HOLTS SUMMIT, Mo. - The Board of Aldermen agreed to refund the revenue bond for another two years as a part of the city's sewer update project at its regular meeting Monday.

The $7 million bond, passed in 2011, provided the city an initial $1 million for the initial engineering, design and legal work involved with the sewer update project. Brian Crane, the city's former city administrator, said approximately $400,000 has gone unused, something the city had aimed to do.

"We planned on having more than we needed because we didn't want to come up short," he added.

Once the construction phase begins the city will begin to utilize the rest of the bond, using generated revenue from the sewer system to make payments. Crane projected the total cost of the project now sits around $5 million since the city no longer plans to build a sewer plant, instead creating connections to the plant in Jefferson City to save costs.

A separate sewer issue in the Antweiler and Steppleman subdivisions was also discussed at Monday night's meeting.

The city will be using about $315,000 from a community development block grant to cover a part of the $427,909 project, interim City Administrator Ed Carlstrom said. The final $112,909 will be covered by revenue generated from the sewer customers.

The board also moved forward on the Greenway Park project that includes a 1-mile loop with fitness stations. Previously expected to cost approximately $130,000 with $100,000 covered through a grant, the project bid went to Christensen Construction and is estimated to be approximately $164,000.
