Senior living development supported by Holts Summit aldermen

The Holts Summit Board of Aldermen approved a resolution of support Monday for MACO Development Company, LLC's proposed development site to build a senior living community.

The proposed development for senior citizens, Terrace View Estates, would consist of eight single-story buildings with eight one-bedroom units and 32 two-bedroom units. The 40 single-story garden apartments would be located on an approximate 5.3 acre site at 379 Karen Drive in Holts Summit.

"This type of development we're trying to do - modern brick, garden-style, single-story apartments with nice front porches that will have nice little patios on the back," Dan Sanders, a legal representative for MACO, said while addressing the board. "They'll be nice little homes for senior citizens."

Sanders said each unit will include all the major appliances and central heat and air conditioning.

Scenic landscaping, a gazebo, a picnic area and park benches will enhance residents' outdoor experience.

He said the buildings will feature a brick exterior with vinyl to avoid extensive maintenance issues, and will include 76 parking spaces.

"We want these to be maintenance-free," he said. "We plan to own these for the life of them."

The construction plans also include a large community building, which will have a fully-equipped kitchen area with tables and chairs, commercial workout equipment near a flat-screen television, a furnished living room, a leasing office and a storage room.

Sanders said the community center will function as a gathering place, where residents will meet to play cards, work on crossword puzzles and eat carry-in dinners together.

He also said some units will be designed to accommodate seniors with special needs - four apartments will be accessible to physically handicapped seniors, and one unit will one available for a resident with hearing and vision impairments.

Sanders emphasized to the board that the proposed apartments will not be Section 8 apartments.

"These are quality, affordable apartments for seniors on a fixed income and a small pension," he explained.

According to MACO's development summary for Terrace View Estates, the senior living community will be marketed only to seniors whose income is equal to or less than 60 percent of the median income in Callaway County.

He said monthly rent rates for a one bedroom unit would approximately cost $375 - $445 and a two bedroom unit would cost approximately $465 - $560. Water, sewer and trash fees would be included in the monthly rent.

Sanders said MACO has applied to the Missouri Housing Development Commission (MHDC) to build the apartments, and the company will apply for funds and tax credits available through the commission, although resources are limited.

"They are highly competitive," he said. "Community support is a critical factor in determining if we would be successful to be awarded these funds. Funds and tax credits to build these apartments are over-requested in most years by at least four to one."

He added that although a resolution of support is not required for the application process, the city is competing with every other community in the state and a resolution would greatly help the process.

"Without the resolution of support, they are gonna look at Ashland or Eldon or someplace else that does give community support for the application," Sanders said.

Applications for the 2016 MHDC Multi-family Rental Production Program Notice of Funding Availiablity are due Sept. 2, which Sanders said is a "one-time a year funding cycle." Missouri state government officials and six people appointed by the governor will announce the decision for funding some time in December, Sanders said.
