The Missouri Department of Mental Health's team was charged with reorganizing state mental health services and downsizing Fulton State Hospital.

Keith Schafer, department director, said: "In my time in state government since 1970, I have seen many such awards presented for some highly laudatory innovations, but none of them was as exemplary or well deserved as the work of this team on inpatient redesign."
