Auxvasse sees drop in insurance premium

AUXVASSE, Mo. - Low claim numbers led to good news at the city council meeting here Tuesday night as aldermen heard a report on the city's commercial insurance coverage.

Bruce Graham with Graham Insurance Agency was in attendance to review Auxvasse's current policy, and to remind the council that it is up for renewal at the end of September.

Graham started by informing the council that “basically, everything is the same this year,” going through each section of the coverage report and explaining it to the board. Then he explained that there actually was one major difference; the city's insurance premium was dropping by 25 percent - from $22,934 in 2007-08 to $16,959 for 2008-09.

“In the world of insurance there's a base rate, and within that base rate we have credits and debits,” Graham said when asked the reason for the significant drop. “For the last four years, the city's done a really good job on its claims history.

“Because the history's been so good, it's just been continuing negotiations for the carriers (to see those as credits).”

Newly sworn-in North Ward alderperson Kevin Phares - who takes Susan Wilson's seat after she moved into the south ward - asked Graham about the possibility of looking into medical and underinsured insurance on the city's automobile policy, and also about earthquake coverage, a suggestion the remaining council members encouraged.

Graham said he recommended the city “take steps to renew (the policy) and then looking into making possible changes.” The council voted unanimously to approve renewal.


Also Tuesday night, the council reviewed the city's animal control ordinances.

City clerk Kristin Edwards pointed out that there is a wide range of issues - including licensing, keeping animals confined and whether or not livestock are allowed within city limits - covered on several separate regulations, and asked the council for direction on how to consolidate them into one ordinance.

“What we need to do is go through all this and at the next meeting we can confer back together and try to come up with a new ordinance to replace these three,” agreed Mayor Shawn Baita. “It will probably take another two meetings before we are able to come up with something.”

In related business, resident Kathy Payton asked the council what her recourse is if she is bitten by a neighbor's dog when Auxvasse Police Department officers are not on duty and the Callaway County Sheriff's Department will not respond to animal control calls.

“If it's somebody's dog that has just gotten on your property, (the sheriff's department) is not going to do anything,” said assistant police chief Charlie Anderson. “If you tell them the dog is threatening, then they should come out, and if they don't respond, your next call should be the sheriff.”

Payton and neighbor Mary Crowder asked how they were allowed to go in defending themselves or their property against an aggressive animal; specifically whether they were allowed to shoot at it.

“I'm not a lawyer so I'm not going to sit here and give you legal advice, but I will tell you there is a state statute regarding this issue, and you can look it up online,” Anderson said.

Also at Tuesday night's meeting:

* The council approved a motion to amend the city's nuisance code regarding junk cars to shorten the time period officers have to wait before posting a notice on a vehicle from seven days to 72 hours;

* The city agreed to put the stop sign at the corner of Second and Maple streets back up; and

* The council granted approval to pay for a city employee to take classes in building inspection.
