Holts Summit Parks and Rec looks to future

HOLTS SUMMIT, Mo. - Despite a lack of quorum and a controversy involving a former council member, the Parks and Recreation Commission was able to share information regarding some of its upcoming improvement plans during its regular meeting Thursday night.

With only council liaison Jennifer Fletcher, mayor pro-tem Pam Murray and newly-appointed commission member Shawna Buckley present, the commission was unable to take any action, but Murray and Fletcher were able to bring Buckley up-to-date on what the city is planning for the future of Holts Summit's park system.

Murray said Holts Summit last week submitted a trail grant for Greenway Park “to create a trail around the park and on the old logging trails.”

She said 843 feet of the almost one mile trail will be paved and ADA accessible, with the remainder winding through the wooded area behind the park with a more natural surface “to preserve the feeling of taking a walk in the woods.”

Murray said the projected cost of the trail project was approximately $50,000 - $10,000 of which would come from the city. She said it would be at least six months before the city hears whether the grant has been approved.

After a question from Durham as to why the city is planning a walking trail when Red Wheel Bike Shop in Jefferson City already had offered to build one for free, Fletcher explained that the two projects actually are quite different.

“They're still interested, but the gentleman from Red Wheel wanted to make (their trail) a really off-road, BMX-style rough biking trail - not necessarily something you would want to walk on,” Fletcher said.


Fletcher next brought up a potential partnership with the Callaway County YMCA to help get the baseball and softball fields at Greenway Park going, noting that one of the members of the park committee has connections with the organization.

“The Y may be coming to us with a proposal soon,” she said. “With their help, we may be able to get more done.”

Fletcher also answered visitor Mary Ann Durham's question as to why the council had created a Parks and Recreation Committee - which Durham said meant the city had two groups doing the same job.

“The reason we have a Parks and Recreation Committee and a Parks and Recreation Commission is so we can divide and conquer,” Fletcher explained. “The committee members are slightly more sports-oriented and want to work on developing the ball fields, and the commission is picking up where the former park commission left off ... focusing on things like the parks and walking trails.”

The Parks and Recreation Commission will hold its next meeting at 7 p.m. on Aug. 21.

Holts Summit's parks also will be a topic of discussion at a special board of aldermen meeting scheduled for 6:30 p.m. Monday.

On the agenda for that meeting is an ordinance soliciting bids for construction of an asphalt base for an Americans with Disabilities Act-accessible playground at Hibernia Station Park. Holts Summit recently was awarded an $18,000 grant from the Mid-Missouri Solid Waste District for shredded tires to be used as the ground material for the park.
